PROJECTS EXECUTED BY GENERAL DIRECTORATE OF EDUCATIONAL TECHNOLOGIES

PROJECTS

The projects under the General Directorate of Educational Technologies are divided into two categories as the projects executed by General Directorate of Educational Technologies and projects supported by General Directorate of Educational Technologies.

A- PROJECTS EXECUTED BY GENERAL DIRECTORATE OF EDUCATIONAL TECHNOLOGIES

1- E-Examination

E-Examination Project aims at organizing and applying the examinations that our institution is responsible through internet and e-mail. The objectives are the Project are the followings:

  • Providing efficient use of the technological facilities
  • Minimizing the error rate about the database of the candidates
  • Decreasing the exam process extension
  • Decreasing the cost
  • More efficient use of human resource
  • Faster transition to localized exam system rather than centralized system
  • Use of TR identity number which will unifies the citizens' information instead of candidate number

e-exam has been applied to 10 Drivers' License exams. In total of 1.700.000 candidate has entered the exams.

2- Automation of Distance Education Services Project

Through this project, it is aimed at providing services via fast and secure internet to the Open Education Schools' students under Ministry of Education.

The objectives of the Project are to;

  • Providing technological infrastructure to Educational Training Centers (ETC) where <>Open Education School students' affairs is managed
  • Decreasing the error rate of student affairs
  • Providing quicker and more efficient student services
  • Providing decentralized educational services and offering distance education opportunities to the students
  • Active use of information technologies for education (online registration, data correction, print out etc)
  • Delivering the course notes on digital platform
  • Reducing the cost of delivery and equipment, less use of time and human resource

The project was initiated in 1999 and continued until 2003. The project was paused in 2003 and was put out to tender in the second half of the 2004 started to process of activation of the project.

3- MONE, Internet Access Project

Turkish Ministry of Education developed this project to provide fast, robust and continuous internet access to computer laboratories at schools and Ministrial institutions. The project has four phases. In the first phase (until <>February 28, 2004) 4704 schools, in the second phase (until June 30, 2004) 4000 schools ADSL internet access has been completed. In the third phase of the project (until <>October 31, 2004) additional 11.296 school, and in the last phase (until October 31, 2005) the remainder schools will have access to ADSL internet connection. In the 1st and 2nd phases of the project 8704 schools in total have been provided with internet connection.

4- Archiving

The aim of Archiving Project is to keep the records of the products of General Directorate of Educational Technologies and develop an archive system on computerized environment. Adding to this offering internal and exterior archive service systematically is another important purpose of the project. In the scope of Archiving Project; collecting the archive materials from different sections and departments, adopting the archive programs which is used in Shut archive, transferring the determined films to the digital environment in the frame of the Protocol signed with <>University of Mimar Sinan.

5- Education for Future

The project aims at increasing the quality of education, providing information and communication technology facilities for the use of students, assisting teachers for integrating ICT to the classrooms and encouraging teachers to use ICT as a teaching tool. Under the "Education for Future Project" 10.500 teachers have been trained in the first half of 2004 and the teachers trainings are still going on.

6- Information and Communication Technology Development Project

The purpose of the project is to;

  • provide computer literacy education for pupils and teachers or to increase the level of computer literacy
  • provide easy access to ICT tools for teachers and pupils
  • develop more efficient educational environments through integrating ICT into educational activities
  • develop a portal where teachers can share their ICT integration experiences and other studies they handle
  • create solutions for ICT access to the schools that have poor facilities
  • educate human resource on ICT skills attainment
  • Create an educational environment for interaction and information share among teachers, pupils and parents.

In the scope of the project the following components will be realized:

  • Teacher training on application
  • Labor force ICT literacy training
  • Educational portal and Decision support system development

A commission will be appointed to initiate the studies to implement these components. Besides, Microsoft has been working on preparing the infrastructure of the project.

7- Educational Portal

This project has initiated the educational portal project to promote wider access to information resources for all, to deliver innovative and equal learning and training opportunities to help individuals, communities, maximize their potential, develop and grow. The portal will provide incremental and extensive range of online services and learning materials for the education community as well as offering more sensitive measurement and evaluation services. MoNE Portal will be a gateway to Turkish content, former examination questions, corporate with other schools to develop internet based projects, to teach how to learn a without time and place limitation and in a learner centered method.

8- Secondary Education Project

The major aim of the Secondary Education Project is to increase the quality of the teaching and learning in secondary education, provide new equipments and meet the needs of individuals and society parallel to technological developments.

The objectives of the Project are to;

  • increase the compulsory education period to 12 years in long term
  • increase the portion of vocational and technical education in secondary education
  • improve the curriculum of Vocational and technical education on the basis of European Union standards.
  • reorganize the vocational education guidance and counseling services
  • use the information technologies extensively and modular educational system in secondary education
  • improve the quality of educational institutions
  • determine the regional needs related to planned school development model
  • provide the collaboration and participation
  • The sub-components of the objectives are defined and the studies have been sustained to achieve the objectives above.

B) THE PROJECTS SUPPORTED BY GENERAL DIRECTORATE OF EDUCATIONAL TECHNOLOGIES

9- Basic Education Support Project

General Directorate of Educational Technologies is supporting this project by means of providing specialists in the fields of Informal Education, Educational Quality, Management and Organization, Communication and Teacher Training.

The aim of the project is to increase the quality of Basic Education, decrease the level of poverty, improve the quality of living conditions and offer educational opportunities even those to who are not enrolled to regular basic education schools. Adding to this; this Project will provide better access to education for all and increase the average of women and girls' education in formal and informal education. Annual working plans, prepared by the Educational Quality, Informal Education, Management and Organisation, Communication and Teacher Training specialists, will be implemented in the main departments of the Ministry. In the provinces building construction and other works have been going on.

10- The Project of Early Childhood Development and Education

General Directorate of Educational Technologies provides necessary specialist support to "2001-2005 Main Implementation Plan in Cooperation with TR Government and UNICEF" and "0-6 age Family and Child Education Program, The Project of Early Childhood Development and Education" projects.

The project has been coordinated by the General Directorate of Apprenticeship and Informal Education. The other partners are The Ministry of Agriculture, Prime Ministry Social Services and Child Protection Institution, Prime Ministry South Anatolia Project (SAP) Regional Development Department, Ministry of Health, Universities, trade unions, municipalities, non-governmental organizations and military organizations.

The aim of the project is to protect the psycho-social and cognitive development rights of the children. The objectives of the project are defined as to prevent the developmental delay of the children, to improve the knowledge about early childhood of the parents, decrease the gap between the genders and the regions, to support the success of learning, reach 3 million parents to promote effective parenthood.

11- Basic Education Program

The Basic Education Program (BEP) Loan Agreement was signed between the International Bank of Reconstruction and Development (World Bank) and the government of the <>Turkish Republic in 1998.

General Directorate of Educational Technologies is responsible for all the activities related to computer and communication technologies under the title of "Improving the Quality of Education" which is one of the most important sub-components of the Project.

The activities for Basic Education Project under the General Directorate of Educational Technologies, are limited the "Information Technology Component" activities of the Project. These activities include the preparation of technical specification documents for the establishment of IT classrooms, IT skills training of administrators, inspectors and teachers and content provision.

Under the First phase of Basic Education Project the following hardware has been purchased and delivered:

  • 2837 server for the use of 2837 IT classrooms which were established in 2451 <>Primary Education School in nationwide under the BEP 1st phase,
  • 42.205 student computers
  • 2460 teacher computers
  • 2370 administrator computers
  • 4373 printers
  • 2377 scanners
  • Office packages, peripheral units, network equipments

Educational software have been purchased and delivered to those schools with the aim of educational support. Besides, 45.065 computers and peripheral equipments have been provided to 22.854 rural area schools.

Basic Education Project second phase has become valid since September, 2002.

In the 2nd phase, it is planned that General Directorate of Educational Technologies is responsible for the following activities under the sub-components of the title "Improving the Quality of Basic Education".

1-Establishing 4000 IT classrooms for 3000 Basic Education

2- Purchasing new instructional software

3- Researching on Decision Support System for the Ministry of Education

4- Developing an educational portal for the Ministry of Education

Institutional Implementations in the scope of

e-Government

MINISTRY OF EDUCATION

GENERAL DIRECTORATE OF EDUCATIONAL TECHNOLOGIES

Ministry of Education Information Communication System aims at providing more efficient, cheaper, faster, robust and secure services by using information technology. The sub-projects are the followings:

 

 

INFORMATION CENTER

Information Center was founded by the General Directorate of Educational Technologies, Ministry of Education to provide access to information sources in different formats and user services for the researchers in the field of education. The Center's collection includes 13,000 monographs, 1,500 videotapes, 1,500 filmstrips, 150 presentations, 135 audiotapes, 90 CDs-DVDs-VCDs, 100 posters and 40,000 photos by June 2001. In addition to the holdings at the Center, access to the full text services through EBSCO Information Services and SwetsNet are available for its users.
The Center's audio-visual unit equipped with 4 video players and TVs, 1 VCD player, 1 DVD player, 2 audio players, 2 multi-media computers and a CD Jukebox which allows access over 100 media.
Our digital library projects which involve digitization of 40,000 photos, 2,500 filmstrips and 1,300 movies and retrieval of the digitized material are also being undertaken. The digitized media will be accessed through the Center's web site when the project completed.
The Center's services are available for the researchers as well as staff of the Ministry during the weekdays between 8.30 and 16.30 hours. Loan services are not available for the users at the moment but will be available for the members of staff soon.

 

OPEN EDUCATION ON LINE INFORMATION PROJECT:

WITH THE OPEN EDUCATION ON LINE INFORMATION RESOURCES PROJECT ;

The goal is to provide resources to fulfill the educational needs of distance learning students and all other interested parties

WHEN THE OPEN EDUCATION ON LINE INFORMATION PROJECT IS COMPLETED WITH ALL ITS SUB PROJECTS ;

  • A shared environment shall be established where all information and information resources are reached.
  • All students will have on-line access to educational resources
  • The necessary environment to follow up the new developments is to be made available.
  • All information and information resources shall be again accessible by more than one person simultaneously

BY AN EDUCATIONAL ON LINE SERVICE PROVIDER WHICH IS TO BE OPERATIONAL TWENTY FOUR (24) HOURS A DAY , THE USERS;

Without displacing themselves, where no time and place limitation is set, to a central location.

  • They shall be able to use all services.
  • They shall be able to reach and examining all searched information speedily while surfing remotely.

THE DEPARTMENT OF LIFE LONG LEARNING MANAGEMENT

AUTOMATION OF DISTANCE LEARNING SERVICES

THE NAME OF THE PROJECT : E-Automation in Open Education

THE GOALS OF THE PROJECT

Providing all student services electronically.

  • Providing all students and Education Systems districts electronic services from the <>Central Student Information Center
  • Preparing E-Learning platforms
  • Providing independent services to registered students residing abroad.
  • Expending service to students located abroad.
  • Authorizing Education Centers partially while installing Centrally Managed Services

PROJECT OUTCOMES

  • Decreasing Petit Cash expenses while managing Student Services.
  • Obtaining most services while traveling to Student Centers, students using this services from their location, shall save time, man power and financial losses for Student Centers and Students,
  • Due to the decreasing workload at the agencies and offices, it is planned to allocate the present workforce to increase service quality.
  • Lowering all errors taking place between agencies and students to a minimum, while transacting information with old fashion methods.
  • With this all provided services should reach a much larger media in a more efficient manner.
  • All Information Technologies used within the E-goverment applications when presented properly and allowing a much wider student usage shall emphasize a more personalized development.
  • All Information Technologies used within the E-government applications shall be enforced within agency usage.
  • Providing Agency and Student integration with E- government applications shall be provided.

Information sharing shall be enabled with all other E- government applications.

With this EXAMINATION IMPLEMENTATION AND EVAULATION SYSTEM or SUDESIS, more examinations shall be evaluated at the same time and much more transactions shall be made.

  • Giving help to students for visual perception of graphics
  • Optaining the print out for the graphics whose drawing is hard to do manually

  • It will have answered teacher's and student's need about this subject.

GENERAL DIRECTORATE OF EDUCATIONAL TECHNOLOGIES

HISTORY

50 YEARS OF EXPERIENCE. Ministry of Education, General Directorate of Educational Technologies.

It all started in 50's. One of its branches was the Bureau of Tests, the other was Educational Film Center. Bureau of Tests was turned into Technical Services Department, Information Processing Department and finally Computer Education and Services General Directorate. On the other hand, Educational Film Center was turned into Film Radio Graphics Center, then Film Radio Television Education Directorate. These two branches conjoined in 1998 to form General Directorate of Educational Technologies.

EduTech's objevtive is to become a perfect Educational Technology center of Turkey. It has been producing various audio - visual, computer- based, digital educational tools for the use of educational activities. Besides, it aims at supporting learning and teaching with information technology tools. Also it provides the services of researching, planning, implementing and evaluating the exams of Open Education Schools, carrying on the centralised govermental and private exams and executing the computer services of all department of Ministry in countrywide.

Improving the quality of education and educational services is under te responsibility of all society. We try to provide an appopriate working environment for the efficiency of the staff. We support the orijinal and creative projects developed by anyone in the General Directorate of Educational Technologies. Trust and empathy between the staff is one of the basic principles of the Directorate for better dialog and corperation. OPEN EDUCATION PROGRAMS

General High School Program

Open High was established in 1992 to meet the educational needs of citizens and offer educational opportunities to everydody who couldn't complete their education for some reason. Open Education School provides educational services to a great vast of people via distance education methods.

Open Vocational Education High School

The major aim of Open Vocational High School is to offer certificate programmes for those who want to improve their Professional knowledge by having distance education courses. It was established in 1974 and it has delivered Electrical Installation Authorization Certificate to 70.000 citizens.

Open Primary Education School

It was established in 1998 under the General Directorate of Educational Technologies. It aim at offering educational opportunities to the adults who couldn't complete primary education level through distance education methods.
